SAIL stands for Schéma d'Aménagement Intégré du Littoral, a transnational project about integrated coastal zone management (ICZM), financed by the European Regional Development Fund (ERDF) in the framework of Interreg II C. The project is carried out by a partnership of five European regions for a duration of 2 years (2000 -2001):

Partners working on SAIL in Essex, under the auspices, of EEI are Essex County Council, Colchester Borough Council, Maldon District Council, Tendring District Council, English Nature and the Environment Agency.

SAIL and Essex

The SAIL project is enabling Essex Estuaries Initiative to carry out vital work developing a regeneration strategy for the rural coastal area. The Essex Estuaries area is the rural part of the Essex coast and its rural economy is influenced by a number of themes:
  • Decline in small-scale coastal shipping
  • Decline in fishing incomes
  • Changes in the pattern of tourism
  • Decline in traditional marine trades, such as boat-building
  • Changes in the farming economy
  • New environmental legislation

There are many institutions and agencies at work in the area, and all are confronted by these changes in one way or another. Their response, however, will differ depending on the nature of the organisation and how it perceives these changes. This creates the potential for the development of conflicting policies within the same geographical area. The SAIL project offered the opportunity to build on previous coastal work (Blackwater Project and Colne Estuary Strategy), by supporting their continued implementation. The development of the strategy includes several elements:

  • Development of eco-labelling initiatives
  • A policy audit
  • Community participation
  • Production of a regeneration strategy to help institutions and agencies target the funding more effectively
